The European Union is hard at work in an attempt to unite its 27 members in an agreement on funding for climate change aid. A new proposal was brought forth before the Union on Friday that would let poorer EU members pay less into the climate change aid fund than richer members.
British Prime Minister Gordon Brown wants the EU to contribute a large portion of a global fund for climate change aid, but its members have not yet reached an agreement on how much should be contributed
The agreement is being made in preparation for the Copenhagen climate talks in December. It is the hope of the EU that they can arrive at the summit united with a new plan for climate aid.
"Europe is making three conditional offers — money on the table, saying we will do everything we can to make a climate change agreement happen, and help for developing countries into that agreement," Brown told reporters. "Now we want other countries to respond to what we're doing."
